A street lighting district is created by a local government agency to pay the costs associated with lighting on and around public streets, highways, parks and alleyways. The City of Bullhead places a surcharge on the annual property tax bill for each property owner that is determined by various factors related to the costs of lighting in each district, including the assessed benefit to each parcel.
