The City of Bullhead City has a contract with the Bureau of Reclamation for an annual allocation of Colorado River water in the amount of 15, 210 acre feet. This contract requires the City to report all water diversions within the service area on a monthly basis.

As a result, any person, firm, association, corporation, individual, partnership or joint venture owning or operating a well or other diversionary facility with a pump capacity of greater than 20 gallons per minute and/or those owners or operators that are considered to have a public water system as defined by the Arizona Department of Environmental Quality, must be metered and the usage reported to the City, by the 5th of each month.
